The OECD Development Co-operation Principles on Relevant and Effective Support to Media and the Information Environment (March 2024) provide a shared foundation for donor action. They set out what effective, responsible, and sustainable support to media and the information environment should look like. To support the practical implementation of the OECD Principles, the Team Europe Democracy (TED) Network has created a dedicated Toolkit, developed by the Global Fund for Media Development (GMFD), hosted within the OECD resource centre.

 

The Toolkit translates the principles into practical, user-focused guidance that can be applied across policy and programming contexts. It is designed for staff working in development co-operation, external action, and related sectors, including those without specialised media expertise.

 

On June 25, 2026, at 9:00 the Team Europe Democracy (TED) initiative will officially present this Toolkit in the framework of the Global Media Forum in Bonn, Germany.

The session, titled “Bridging Policy and Practice: Launch of the Team Europe Democracy Toolkit,” will introduce the toolkit to the global community, fostering dialogue on translating the OECD DAC Principles into  practical strategies. As press freedom reaches an all-time low—and RSF’s 2025 Index reveals that over half of the world’s countries now face “difficult” or “very serious” conditions for journalism—the toolkit aims to provide practical guidance for stakeholders on how to deliver relevant, effective, and sustainable support to media and information ecosystems.

 

The toolkit, developed through multi-stakeholder consultations, addresses critical challenges such as media capture, disinformation, and declining public trust, offering a roadmap for collective action to safeguard information integrity worldwide.
