The European Commission has given itself until March 2011 to develop a set of updated guidelines to support more results-driven projects and promote programmes with more sustainable impacts. Internal consultations are underway, and external stakeholders are invited to take part.

Over the past few years the European Commission has developed a range of methodological guidance on the three approaches it uses to deliver its aid cooperation programme, namely "project approach", "sector approach" and "global approach".

The objective of the revision of the Project and Programme Cycle Management Guidelines (PPCM) is to update this methodological guidance and merge it into one single coherent, simplified, accessible and user-friendly document.

For Francesca Mosca, EuropeAid's Director for the Quality of Operations, it has become clear that the different methodological tools the Commission staff use do not adequately explain and support the required analytical and decision making processes.

"We need to ensure that the selected aid delivery modality is the most appropriate in the country context and will encourage greater efficiency and effectiveness", Francesca Mosca explains. "The new consolidated PPCM guidelines will provide project managers with a one-stop resource, which will help them to make the right choice".

An internal EC consultation process has already started through the capacity4dev.eu online working group, PPCM Review (a restricted working group at this stage). External stakeholders are also invited to take part in this revision process by sending comments on existing methodological guidance, useful practical cases, and other related information, to Chantal Marijnissen (Chantal.Marijnissen@ec.europa.eu).
