Last month, consultant Yves Leenaerts, working with colleagues from the EuropeAid Rural Development, Food Security, Nutrition Unit, borrowed the capacity4dev video camera and editing suite, creating two new videos. This month we’re featuring the second interview, which was conducted in person with Professor Philippe Lebailly, who works in the Economy and Rural Development Department at the University of Gembloux in Belgium. This interview is in French.

The Voices & Views section is a place for development practitioners and policy makers to share their thoughts, success stories, problems, and questions with other professionals. Last month in the Voices & Views on Asian Agricultural Development we tried something new, by sharing with you some of the interesting content that often gets uploaded into groups, to remind you of what’s available on the platform. This month we’re following this up with a second video interview on the same topic. 

In this video Mr Lebailly discusses the double sidedness of south-east Asian agriculture: intensive agriculture for exportation with foreign investment, versus family farming. Intensive agriculture has a negative externality on the environment; it is not taken into account and is easily delocalisable. He goes on to say that rural development should improve the value chain to respond to local demand. 

Finally Mr Lebailly concluded with an interesting example of litchi production: public investment has been made for agri-food processing.
