Addressing sector governance is central to sector operations, according to Ms Dellicour.
“There was more and more realisation that although technical and economic aspects are important in defining a sector operation, the sector governance set up and the related politics do matter substantially,” said Ms Dellicour. “Democratic governance is more and more at the centre stage of sector operations.”
Ms Dellicour, in this recent video interview introduces the EC policy document: ‘Analysing and Addressing Governance in Sector Operations’.
The good news is, according to Ms Dellicour, that these approaches are already being put into action and capacity4dev.eu is opening a space for exchanging and learning in this area.
“Our colleagues in the transport sector have already made a start. There, work has been launched on the issue of overloaded trucks which are destroying roads and raising an enormous challenge for the treasury to maintain roads in good condition,” said Ms Dellicour.
“That’s a typical governance issue that needs to be addressed in the context of transport sector reforms,” she added.
