
There's a host of literature available on Public Finance Management (PFM) Reform. To better navigate what's available, the UK's Department for International Development has commissioned this Review of PFM Reform Literature.
DFID commissioned this literature review on behalf of a group of donors to provide a synthesis of current research and evaluations on PFM reform in order to help identify knowledge and evaluation gaps.
The document provides a useful introduction to PFM and PFM reform. Among the literature reviewed are academic and technical articles, development practitioner guides, manuals, handbooks and websites. Detailed reference and reading lists are provided for those readers who would like to obtain further information.
The review is structured around three main sections: an overview of models and approaches, a review of reform experience following the structure of public expenditure and financial accountability and a section looking at what works in practice.
