On the basis of the Cotonou agreement, the European Economic and Social Committee (EESC) is mandated to organise consultation sessions and meetings of ACP-EU economic and social interest groups in order to include these actors views on the ACP-EU partnership and foster cooperation between civil society organisations.

In this framework, the EESC has organised the 13th Regional seminar of ACP-EU economic and social interest groups (Dakar, Senegal) on 4-5 July 2013.

One of the 4 components of this seminar was entitled What kind of social protection floor for Africa? Focus on Western Africa. The discussions were mainly focused on the 2012 ILO conference and to its recommendation concerning national floors for social protection in all countries, as well as on the 2012 EC Communication on social protection in the EU's development cooperation policy.
