Brazil - an emerging aid player

Dear colleagues, I came across this newly published briefing paper by ODI about Brazil. It states that Brazil's own policies on agriculture, health and education have been successful and are thereby providing attractive models for developing countries. Half of Brazil's technical cooperation - amounting to some US$ 250 million - is provided in these sectors. Particularly appealing of Brazil's development cooperation to developing countries is their neutrality, the absence of conditionalities and its experience as receivers of aid as well as providers of aid that gives a better understanding of the constraints that developing countries face as aid receivers. The paper also highlights the constraints of Brazil's cooperation, such as the fragmentation of its institutional set-up in the area of international cooperation and the chronic lack of monitoring and evaluation.
