Capacity Development in Aid Business Processes - Getting it Right!

How do development partners address capacity development (CD) in practice? What are the incentives, constraints and dilemmas when seeking to integrate CD effectively in aid business processes – from design to evaluation - and when forming relations with partner countries to keep CD high on the agenda? To address these issues, the OECD/DAC organized a consultation on 29-30 November 2010, which brought together over 50 representatives from aid agencies as well as several participants from partner countries, multilateral organizations, civil society, and the broader community of experts. The event offered an opportunity to share experiences, pinpoint good and bad CD practices, identify needs for more joined up action, and shape key messages for the 2011 High Level Forum in Busan, South Korea. The consultation wrapped up a genuine commitment to continue a joint, South-North dialogue on CD through Busan and beyond. This issues brief offers an overview of consultation highlights and the key messages which emerged from discussions. Such messages will be carried forward to a Southern-led event to be held Cairo on 28-29 March 2011, hosted by the Egyptian Government.
