Concept Note: Vocational Education and Training in European Development Cooperation

Vocational Education and Training can contribute to reducing unemployment and can support economic development. Nevertheless, it should become a more attractive and high-quality option, so that it provides young people with the right skills to find a suitable and decent job, and adults with an opportunity to update skills throughout their working life.
The growing attention on skills and youth employment in development cooperation is reflected in the current programming exercise. DEVCO B3 - Employment, Social Inclusion, Migration - has therefore drafted a concept note on Vocational Education and Training in EU Development Cooperation. The aim of this paper is to have a conceptual framework inspiring and guiding the EU support for Vocational Training and skills development in cooperation with partner countries.
The concept note, on the one hand clarifies key concepts, main approaches and challenges; on the other hand it identifies guiding principles and future strategies.
It will be mainly disseminated through the DEVCO staff in delegation and all staff involved in programming, developing and implementing VET and skills development programmes and policies in EU partner countries.
