Conclusions of the Meeting with Legal Advisors of CAR members.

During the 27th and September 28th The project positioning  of  Forest Governance in Colombia, which is funded by the European Union, held a workshop: "Definition of technical and legal criteria to harmonize the implementation of forestry regulations," which had by meta review, analyze and discuss principles and procedures of the Colombian forestry regulations.

Below are some of the conclusions reached during the activity:
 
1. Technical concept: it is necessary to realize a joint definition, between entities belonging to the project, the terms high stubble, low stubble and forest, as this allows greater clarity when drafting, review and validate the technical concepts.
2. Mobilization: it must rely on the working with judicial institutions, military and police, for control and monitoring procedures in roads and deposits. Ensuring due process and providing security to all persons involved in the operation.
3. Utilizations: it is needed to define the degree of processing of the products, as there is no unity of opinion between corporations at this point and the rule is not clear and leaves  gaps. We propose a meeting / workshop to unify technical concepts of transformation processes.

4. It is assumed that the natural resource is above all, so it requires officials to act and make decisions respecting the principle.
5. Safe conduct and Mobilization Guide: Regional Autonomous Corporations are the entities responsible for the supervision and control forest, so you have duties and powers to perform technical procedures and inspection roads and reservoirs, with the obligation to lift sanctions, fines or forfeitures the species with inconsistencies in documentation, whether ICA mobilization guide or National Unique Safe Conduct.
