The Secretariat of the Pacific Community (SPC) is currently implementing the EU ACP ICT Access for the Poor (ICT4P) project. The overall objective of the action is to reduce poverty by providing the poor, including rural and remote island communities, access to ICT. To pursue this objective the action aims to:

Improve ICT policy and legislation, and increase government resources for ICT access by engaging lawmakers themselves and providing support services to ensure their actions are needs based and feasible. Better inform Legislators to ensure they can advocate the needs to have affordable and sustainable ICT development especially affordable access to poor including rural and remote island communities. Enable Pacific Legislators to draw on appropriate and best expertise, experience and knowledge world-wide and localising it to regional and national level. Facilitate a network of Pacific legislators interested in ICT. A like-minded network of Legislators can bounce ideas off each other, share experiences, and leverage contacts to generate political will.

To support this aims one of the key deliverables of the project is to develop an online resource portal. This portal will contain Pacific (and other developing countries) ICT policies and legislation, best practices, model legislation, case studies, and contact details of members of network of Pacific Policy makers and legislators.
