Supporting Human Rights Priorities - EIDHR Global Calls
The overall aim is to contribute, through supporting civil society organisations, to the promotion and protection of human rights and fundamental freedoms and to contribute to the strengthening of the international framework for the promotion and protection of human rights, justice, the rule of law and good governance.
This action will cover core priority themes in the form of five separated lots under the umbrella of an encompassing global call for proposals. These five lots will be recurrent to
any of the upcoming EIDHR call for 2014-2017 and cover respectively (i) Human rights and their defenders where they are the most at risk (ii) Economic, Social and Cultural rights (iii) Human Dignity (iv) Discrimination (v) other priorities planned in the Multiannual programming or linked to new unforeseen areas.
Activities targeting democracy promotion and support under the EIDHR will be financed under the EIDHR local calls (Country Based Support Schemes) or additional dedicated global calls.
These global calls will focus on a specific sub-area for each of these recurrent five lots respectively targeting:
For 2016 on (i) Women Human Rights Defenders (ii) torture and ill-treatments (iii) implementation of the UN guiding principles on Business and Human Rights (iv) Minorities and castes (v) Impunity and transitional justice.
For 2017 on, (i) Human Rights Defenders in the area of land-related rights, indigenous peoples, in the context of inter alia 'land grabbing' and climate change (ii) Extra judiciary killings and enforced disappearances (iii) forced labour (iv) Persons with disabilities (v) freedom of religion or belief.
This action intends to support the new EU Action Plan on Human Rights and Democracy "Keeping human rights at the heart of the EU agenda" which was adopted by the FAC on 20 July 2015. The new Action Plan aims to reinforce the implementation of the EU's human rights and democracy policy with a special emphasis on strengthening ownership by local institutions, mechanisms and civil society actors, and on invigorating support to Human Rights Defenders. The actions financed by the EIDHR under these calls will be in line with the relevant EU guidelines as well as all other relevant human rights policy documents.
