Enabling environment: what the partners want to learn more about

During the conference in Brussels the question “What in the enabling environment do you want to learn more about?” has been asked to the participants.
First, the term ‘enabling environment’ has been clarified, providing a clear explanation. Then, the participants have contributed to the discussion with their questions, comments and observations. The issues covered concerned the international labour laws, the regulations about migrant workers, the notion of social inclusion, the health and occupational safety policies for the agricultural sector, and the balance between the formal and informal employment. Moreover, the participants have asked feedbacks about the legislation trends and the practices in other countries for domestic work, start-up of small women based enterprises in rural areas, self-welfare system / informal social protection, and strategies for promoting responsive and sustainable work conditions for informal economy workers.
The notion of decent work, minimum salaries and supportive environment for informal workers has been at the centre of the discussion. Similarly, the UE programming in the field of TVTE for the period 2014-2020, the correspondent financial instruments, and the strategies that countries are using to support young people after delivering TVET have been approached, concerning youth employment and pertinent basic and higher education, in order to reduce the risks of the informal market.
Furthermore, the discussion has concerned the regulations about the cross border migrants and the returning immigrants in order to foster their participation in the development of their countries of origin.
Finally, the participants discussed about what aspects they should concentrate on in order to encourage the Public Authorities to reform/adapt their policies, and in order to identify good practices to ensure long term follow-up after the end of the project, both for graduates/entrepreneurs and government commitments.
The discussion and the exchange of opinions have been very fruitful, therefore many thanks to all the participants for their contributions!
