The Hub & Spokes II Programme (2012 – 2016) is an innovative Aid for Trade initiative that helps to enhance trade capacity in the ACP group of states.

It is a joint programme of the European Union (lead donor), ACP Group Secretariat, the Commonwealth Secretariat and the Organisation internationale de la Francophonie.

Under the programme, trade advisers are deployed in national ministries and regional economic organisations. Currently, there are 41 experts deployed in the ACP under the programme, including national trade advisers, regional trade advisers and short-term consultants.

The Global Meeting in Dakar, Senegal on 27-28 June 2016 discussed 'Trade policy for the ACP in a changing international and regional geopolitical context' where trade advisers and other experts addressed the Sustainable Development Goals, ACP countries in the regional and multilateral context and Aid for Trade partnerships. Recently, the Trade Adviser at the Pacific Islands Forum Secretariat also discussed his work region in mainstreaming trade and trade-related aspects into respective National Development Strategies in the Pacific region. See the video.
