This brochure, published by DG AGRI in January 2015, considers the EU’s efforts to increase policy coherence with development (PCD), focusing on the impact of the Common Agricultural Policy (CAP) on global food security.  Previous CAP reforms have significantly improved policy coherence, and the 2013 reform consolidated this direction, for example by curtailing export subsidies. The 2013 reform aligned the CAP with the long-term need to contribute to the global food supply, for example by abolishing production-limiting policy instruments, by consolidating the long-term trend towards direct income support for farmers, and by increasing funding for research and development. An effective PCD agenda for food security requires interventions at different levels, including action by developed countries and emerging economies, as well as action at global and national levels in developing countries.
