EU Joint Programming is a joint EU strategic vision on the development of a partner country. Its core elements are:
• joint analysis of, and joint response to, a partner country's national development strategy identifying priority sectors of intervention
• in-country division of labour: who is working in which sectors
• indicative financial allocation per sector and donor.

Since 2011, Joint Programming processes have started in about 20 partner countries; overall, Joint Programming should be implemented in 40-50 partner countries within the coming 4 years, which means 60 to 70% of bilateral aid managed by the European Commission would be planned and implemented in through Joint Programming. Joint Programming is also about “making Europe happen”.
