Finns’ attitude towards development aid has become more positive. According to a study carried out by the Ministry for Foreign Affairs, almost a quarter of Finns would increase the development aid budget, while a year ago only a sixth of Finns would have done this. Most Finns, 61%, would keep the development aid budget at its current level. The new government programme does not promise to raise development aid funds to 0.7% of GDP by 2015, which is an EU objective. Heidi Hautala, the new Minister for Development Cooperation, however, believes that the 0.7% target is still possible. Most Finns would direct aid to Eastern Africa and the Horn of Africa.
