green funds and rural communities

I feel that green funds should reach the people on the ground in the poor communities. Climate Change is about those communities who are on the ground who used to draw water on a river which is drying, and the family which was collecting fire wood at the nearby forest but its longer there. Involve the communities themselves, simplify the language in the project proposals or let the project proposals be translated into local languages. Why should it be so difficult for rural organisations to access funding while people are dying of climate change which they did not contribute to? Stop Climate Change injustice.
