Following the COVID-19 pandemic and the prominent attention to climate change and greenwashing, the question that often arises is whether we are indeed carrying out a green recovery. The report, Are We Building Back Better? Evidence from 2020 and Pathways for Inclusive Green Recovery Spending, finds that only 18 % of advertised recovery spending can be considered "green", most of it being done by a small group of high-income countries with experience in driving green investments.
The international dimension of the European Green Deal recognises that the green transition to which the EU is committed cannot be built on empty promises nor achieved in isolation. It is a common endeavour for all. The EU will continue to lead by example as well as to pursue ambitious international commitments and engagements with partner countries in order to raise international standards together.
This is why the EU is putting its money where its mouth is and has stepped up its pledges with a commitment to spend at least 30% of its 2021-2027 budget on climate action, to which an additional EUR 4 billion was pledged by the President of the Commission in her 2021 State of the European Union address. In addition, President von der Leyen also vowed to double biodiversity finance, particularly for the most vulnerable countries. This comes on top of EU targets to dedicate 7.5% of the total EU budget to biodiversity targets by 2024 and 10% by 2026.
