Rural populations in Timor-Leste live in a particularly fragile agro-ecological context and a weak rural economy. Climate change exacerbates existing food security issues, through the degradation of natural resources, increased probability of natural disasters, strong winds, landslides, flash floods, water scarcity and conflicts over resources. Deforestation is also a major concern. Forests are destroyed for agricultural purposes and wood is used as a domestic fuel by 90% of households. It is estimated that forest cover has decreased by almost 30% between 1990 and 2010, i.e. by about 1.7% a year.
