The nature of the services are demand driven and we are looking for experts that will typically provide short inputs usually requiring a commitment of one or two weeks of support. The work we do is very interesting and exciting. Joint programming is at the forefront of development effectiveness and essential to the EU working better together with the EU Member States and like-minded donors in development cooperation. EPRD is currently implementing a contract to provide support to improving Aid and Development Effectiveness through better coordination in EU and Member states’ programming of development cooperation and its implementation. The Specific objectives are: 1. strengthened joint programming processes at country level, including improved capacity of EU Delegations in donor coordination and 2. improve methodology, operational knowledge of “division of labour” among EU and its Member States. EPRD is currently looking for experts that may be available to provide senior ad hoc short-term demand driven services under this contract.

Qualifications:

The profile of the experts is listed below:
Qualifications and Skills: - At least Master’s Degree Academic level in a subject relevant to development cooperation. In its absence, 5 years of professional experience in international and development cooperation. - Proficient-level knowledge of English and/or French, as guaranteed by demonstrated working and drafting experience in the particular language.
General professional experience: - At least 10 years of professional experience in development work of which at least 4 in aid and development effectiveness/ donor coordination mechanisms/ programme-based or sector-based approaches and/ or on the EU’s fast track initiative for division of labour. - Demonstrable knowledge of EU’s Development cooperation policies and financial instruments, in particular the Development Cooperation Instrument (DCI), and/or the European Development Fund (EDF) and/or the European Neighbourhood and Partnership Instrument (ENPI). - Experience advising at a senior level governments of partner countries or donor countries, bilateral or multilateral aid agencies on aid and development effectiveness. - Demonstrable experience on policy dialogue particularly in coordination with like-minded donors and with partner countries. - Experience in drafting or coordinating at least two programming documents (multiannual indicative programmes, single support frameworks, country strategy papers and/or joint response documents) and for/with an EU Delegation would be particularly valuable. Experience in participating or supporting programming with EU Member States and/or like-minded donors would be especially valuable. [asset] - Experience in identification, formulation, implementation and evaluation of aid programmes and projects (Project Cycle Management). [asset] - Experience designing and facilitating country level strategy workshops, meetings, seminars and/or retreats with senior officials and decision makers [asset].
