European Union Joint Programming to address development challenges
On 12 November 2015, the European Union held a technical seminar on joint programming in Brussels with the presence of 17 EU member states. Participants agreed that EU joint programming is working well, noting, it is a mid- to long-term endeavour that requires time, but can help the EU and its member states to work jointly on long-term challenges (e.g. delivering on the SDGs, migration). There was agreement to explore the "minimum requirements" to replace bilateral strategies with joint programming and to identify potential countries where this replacement would be possible in 2016/2017. Participants also agreed that the next generation of joint programming documents should incorporate results frameworks, and that knowledge sharing, communication and visibility should be reinforced so as to avoid information gaps (including between members states’ headquarters and country offices). A further seminar was held on 19 February 2016 in Brussels focussing on advancing replacement of bilateral strategies with joint programming and on increasing the policy/political potential of joint programming.
