Welcome to the Capacity4dev "Support and expertise on Transition processes"

The Joint Communication "EU support for sustainable change in transition societies" was issued on 3 October 2012.

The Communication examines what the EU has to offer to help countries in transition achieve successful and sustainable transformations. It builds on EU's own experiences in the enlargement process, neighbourhood policy and development cooperation, as well as the Common Foreign and Security Policy /Common Security and Defence Policy. It also sets out a number of concrete measures to improve the way in which the EU supports these countries so that they could achieve lasting reforms and avoid backsliding.

The focus is on democratic transition that requires political, social and economic change if it is to be successful and sustainable. The Communication addresses, in particular, situations where a reform process needs further support to deliver workable, lasting change.

The communication promotes a comprehensive, targeted and long-term approach and response. This includes support for reforms aiming at accountable government, political freedom, economic inclusiveness, decent jobs, social justice and equity (while respecting the principle of sector concentration).

The Communication does not seek to propose new policy; the approaches outlined in recent communications on development policy (the Agenda for Change, Budget Support, Civil Society, Social Protection) and neighbourhood policy (Partnership for Democracy and Shared Prosperity), as well as on support for democracy and human rights remain valid.

Why is this group set up?

The Communication proposes a number of concrete improvements for the design and implementation of EU support. Amongst these better use of knowledge sharing and capacity development methods as well as enhanced collaboration with Member States and other actors are identified as key elements.

This group is designed to support knowledge sharing and improved collaboration of various actors working in situations of transition.

Who can participate?

Given the ambition of improving knowledge sharing and synergies between all actors involved, any practitioner (from EU institutions, Members States but also civil societies organisations etc) working in transition situations are encourage to sign in.
