ALFA III is a cooperation programme between the European Union and Latin America, promoting higher education as a means of social and economic development and struggle against social inequality.

The ALFA III Programme (2007-2013; total EU contribution€75 million) represents the only existing programme aiming at the modernisation of Higher Education in Latin America as a platform to promote sustainable and equitable development in the region. This programme ensures a process of ownership by the Latin American countries through the creation of networks and synergies between universities in Latin America and Europe.  In this regard, ALFA III is in line with the EU-Latin American's Common Higher Education Area objective, recognised as a strategic element for strengthening bilateral and multilateral relations between the two regions, where higher education institutions play a leading role in the process of improving the quality of national education systems which in turn enables socio-economic development.

Since 2014, cooperation with partner countries in the field of higher education is supported through the newErasmus+ programme.
