This brief concept note is designed to complement the information on

mainstreaming gender equality provided in the existing Handbook on Good

Governance ( EC 2003 ), and focuses on mainstreaming gender equality in

three of the processes discussed therein, namely decentralisation, public

administration reform, and local development.

This concept note should also be read in conjunction with Gender Help Desk

Briefing Notes on Gender and Good Governance, Women’s Human Rights, and

Gender and Technical and Vocational Training which provided additional

information on specific aspects.

The Toolkit on Mainstreaming Gender Equality in EC Development Cooperation

(2005) provides the framework for gender equality mainstreaming in EC

development projects and programmes, as well as specific information on

institutional capacity building and good governance and should also be

consulted.
