Mali: Let Democracy Take Its Course
The idea that democracy creates the appropriate context to uphold civilian control of security forces — even in times of great threat to State security — still needs to be established. Indeed, in Mali, a young democratic country of West Africa, troops have staged a mutiny. Yesterday, they announced that they had seized control of the country, suspended the constitution and arrested a number of ministers, including the foreign minister.
The mutineers, who identify themselves as the Committee for the Re-establishment of Democracy and the Restoration of the State, claim to have disposed the ‘incompetent government’ of Amadou Toumani Toure (ATT) for its ‘inability to fight terrorism'. They also say that ATT’s government has not given them enough resources and means to tackle a rebellion by ethnic Tuaregs.
