The Africa-EU Partnership that complements the EU's existing frameworks of cooperation with sub-Saharan Africa and with the EU Neighbourhood has seen major developments in the recent past. The 5th African Union-European Union Summit was held on 29-30 November 2017 in Abidjan, Cote d'Ivoire – 10 years after the adoption of the Joint Africa-EU Strategy – and a joint declaration on common priorities for the future of the Africa-EU partnership was adopted. 

As 60% of the African population is under the age of 25, Africa and the EU has acknowledged the importance of youth, especially girls and young women in the Summit, and identified 'investing in people – education, science, technology and skills development' as one of the joint strategic priority areas. The key objectives of cooperation in this area are to: increase access to knowledge and skills; better link education and skills to employment; and unlock the potential offered by research, technology and innovation and the digital economy.
