Outcomes from the European Development Days - Brainstorming Lab: restoring basic health services in CAR

On the 3rd of June the Trust Fund Bêkou, with some of its partners, ran a brainstorming Laboratory on the Health sector in the Central African Republic (CAR).

Irchad Razaaly, the Trust Fund manager, opened the session by introducing the mandate, the core elements of innovation of the instrument and the "Bêkou" programme on health currently under implementation in the country. The participants were then invited to work in small groups on the issue of basic health services in a fragile country like CAR and they were asked to think about future perspectives in this sector.
The participants were divided into four groups, according to different "points of view" and guided by different speakers:

- Donors - Marion Excoffier
- Civil society - Ahmed Abdelrahman
- Academia - Remco Van de Pas

After the discussion, some conclusions were summed up; many of the comments and suggestions were in line with the evolution of the Trust Fund.
The implication of stakeholders and different groups of the society in the health system recovery was considered as essential point from all groups.
Furthermore the following elements have been highlighted:
- the need to ensure interaction and appropriation by local authorities and institutions;
- the opportunity for local NGOs and the private sector to take part in the delivery of services, the recovery of the health system and of the country in general
- the importance to share and exchange with the beneficiaries of the projects, to take into account community's voice;
- the organization of a workshop in Bangui was also suggested.
The groups also contributed to the elaboration of a list of priority services; the main important point, shared by participants, is to address training and capacity-building of human resources in health sector.
Other areas of attention were highlighted:
- the necessity to support prevention of potential conflicts;
- the need to improve the articulation between humanitarian assistance and medium-long term development;
- the need to re-establish good coordination mechanisms.
