EC Support for Horn of Africa Resilience (SHARE) - ETHIOPIA PROGRAMME Accelerating Resilience Capacity in Southern and Eastern Ethiopia (ARCE)

Sustainable Agriculture and Food Security Enhancement through Integrated Recovery Support Mechanisms (SAFE) Project

Consortium Objective: This SAFE project is built in the foundation of a real consortium principles. A deep partnership between Vita and the other three members (iDE, Caritas Belgium and Amref Health Africa) that are tapping the collective resources of all in providing an exclusive opportunity to prepare participants for greater collective responsibility in their organizations. The design of the methodology of this action has taken into consideration coordination, administrative synergies and technical complementarities by setting up a pool approach.

Consortium members profile:

Vita:

  • In Ethiopia; focused on livelihood improvements and food security since 2005
  • Working in SNNPR (3 zones and 8 woredas) and Amhara Region (1 zone and 2 woredas)
  • Lead the consortium and implement some project activities (livestock development and off-farm) in South Omo cluster

International Development Enterprise (iDE):

  • In Ethiopia; focused on Agriculture water management, WASH, Food Security and livelihood improvement since 2005
  • working in 4 Regions (Tigray, Amahara, Oromia and SNNPR)
  • Implement some project activities (Crop production and irrigation) in both Wolayita and South Omo clusters

Caritas Belgium:

  • In Ethiopia: focused on food security, livelihoods, health, education, gender since 1984/85
  • Working in Tigray and SNNPR regions (6 Zones and 7 woredas)
  • Implement some project activities (livestock development and off-farm) in Wolayita clusters

Amref Health Africa:

  • In Ethiopia; focused on Human Health (Community based, capacity building and training) since 1960
  • working in 4 Regions (Addis Ababa, Amahara, Afar and SNNPR)
  • Implement some project activities (Human Health) in both Wolayita and South Omo clusters

General Information about the project:

Location of the action: Damot Pulasa, Dugna Fango, and Boloso Sore woredas (Wolayta Zone); and Hammer and Dasenech Woredas (South Omo Zone); Southern Nations, Nationalities and Peoples (SNNP) Regional State; Ethiopia

Total Duration: 36 Months (January 2014 to December 2016)

Total Budget: 3,300,000.00 Euro (90% share by EC)

Target groups and number of beneficiaries: 12,000 pastoralists, pastoral dropouts, agro-pastoralists and smallholder households, of which at least 2,280 will be female-headed households (based on the estimated 19% of households that are female headed).

Project Management and Coordination:

  • Consortium Governance Team (CGT): The CGT consisting of the senior management team of Vita, iDE, Caritas, and AMREF is meeting quarterly to provide strategic leadership to the action, ensuring institutional arrangements of partners are operating efficiently and that there is compliance with the agreed procedures, plans and budgets. The members of CGT are: Country Directors, Finance Directors and Programme Managers of each organization as well as, the Project Coordinator who will is serving as secretary of the meeting.
  • Project Coordination Unit (PCU): A Project Coordination Unit (PCU) that comprises a Project Coordinator, an M&E officer, and a Senior Accountant are assigned/ recruited by Vita for the country office based in Addis Ababa. The Unit is taking responsibility for project delivery and coordinating the technical support by the PCU technical team to the field offices. The Project Coordinator is being supported by a senior accountant responsible for financial control and reporting, and the Monitoring and Evaluation Coordinator.
  • Field Level Project Coordination Office (by cluster): The foundation of this project consortium model is maintaining positive team synergy; common vision, goal and values, clear roles and responsibilities, good leadership and followership, trust, respect, compassion and positive working environment. At field level in WolaIta zone, existing office of Caritas (ECC_SADCO), geographic leader at Sodo town is being jointly used by the consortium to implement and coordinate all the proposed project activities planned for WolaIta Clusters at Boloso Sore, Damot Pulasa, and Dugna Fango Woredas.

Project Deliverable:

R 1: Pastoralists, dropouts, agro-pastoralists and smallholder farmers reduced their vulnerability to external shocks while having increased their productive and income generating capacity.

R1.1: 12,000 pastoralists, agro-pastoralists and smallholder households increased their livestock productivity.

R1.2: 12,000 pastoralists, agro-pastoralists and smallholder households increased assets and income.

R1.3: Improved productive capacity and production of 2,600 agro-pastoralists and 7,200 smallholder households

R 2: Capacity of local government and community/traditional institutions strengthened.
