Regional Energy Facility Seminar in Rwanda

Kigali in Rwanda will be the city host for the 6th Regional Seminar: The Energy Facility and Sustainable Energy for All – Launch of the 2012 Call for Proposals on 21 and 22 November 2012.
The United Nations General Assembly declared 2012 the International Year of Sustainable Energy for All. The European Union is strongly committed to realising this initiative by 2030. The Energy Facility is one of the instruments for the EU to contribute to the SE4ALL initiative. 

Following the Call for Proposals launched in 2009 that allowed providing grants for additional 68 Energy Facility projects (bringing the total of EF projects up to 140), a new Call for proposals is expected to be launched in November 2012. The Call for Proposals, financed under the 10th European Development Fund ACP-EU Energy Facility, will have a total budget of 50 M EUR. 

The Seminar will promote good practices regarding the implementation of energy projects, based on the experience of the already ongoing projects within the Energy Facility. It will provide information on the 2012 Call for Proposals. It will emphasize the measures necessary to ensure access to sustainable energy for all and will discuss how to ensure the impact of the projects in the short and the long term. 

During the seminar, the stakeholders, partners and potential project applicants will get a good opportunity to network and share knowledge and explore possibilities for further cooperation.

Project managers and partners of Energy Facility projects, EU Delegations, and interested applicants and stakeholders within the energy sectors of Central and Eastern Africa and EU

Indicative programme

Wednesday 21 November: Good practices for project implementation

• Energy Facility I and II – progress and results to date;
• Launch of the 2012 Call for Proposals of the Energy Facility;
• Lessons learnt from the Energy Facility – some successes and problems encountered during implementation of projects;
• Thematic Sessions: Energy Technologies and good practices during implementation.

Thursday 22 November: Ensuring impact and sustainability

• Sustainable Energy for All, SE4ALL;
• Thematic session on: Financing; Affordability; Community Involvement, and Energy as a promoter for local development
• Future funding for rural energy projects

About DEM

Danish Energy Management has been granted the two contracts of providing Technical Assistance to the EU’s Delegations for the Monitoring of the Energy Facility’s projects. The contracts have two main purposes:

1. To provide information, advice and support to the EC's Delegations in charge of the management of the Energy Facility's contracts. Project implementing bodies can benefit from this assistance
2. To facilitate rapid and effective reporting from the Task Managers of the Energy Facility to the hierarchy and to the external partners of the EC.

The website www.energyfacilitymonitoring.eu emphasises the dissemination of project results. It will allow to:

• Contribute to the quality in implementation through the dissemination of results, successful stories and lessons learned from the Energy Facility's projects
• Foster contacts and exchanges of experience between projects

Les 21 et 22 Novembre 2012 Kigali au Rwanda sera la ville hôte du 6e Séminaire régional: La Facilité Energie et l'énergie durable pour tous - Lancement de l'appel à propositions 2012.

L'Assemblée générale des Nations Unies a déclaré 2012 l’Année internationale de l'énergie durable pour tous, SE4ALL. L'Union européenne est fermement engagée à réaliser cette initiative en 2030. La Facilité Energie ACP–UE est l'un des instruments de l'UE pour contribuer à cette initiative. 

Suite à l'appel à propositions lancé en 2009 qui a permis l'octroi de subventions pour 68 projets supplémentaires de la Facilité Energie (portant le total des projets EF jusqu'à 140), un nouvel appel à propositions devrait être lancé en Novembre 2012. L'appel à propositions, financé au titre de la Facilité Energie ACP-UE du 10ème Fonds Européen pour le développement, disposera d'un budget total de 50 M EUR.

Le séminaire fera la promotion de bonnes pratiques concernant la mise en œuvre de projets énergétiques, sur la base de l'expérience des projets déjà en cours au sein de la Facilité Energie. Il fournira des informations sur l'appel à propositions 2012. Il mettra l'accent sur les mesures nécessaires pour assurer l'accès à l'énergie durable pour tous et discutera des moyens d'assurer l'impact des projets à court et à long terme.

Au cours du séminaire, les intervenants, les partenaires du projet et les candidats potentiels auront une bonne occasion de réseautage et de partage de connaissances et pourront explorer les possibilités de coopération future.

Les gestionnaires de projet et les partenaires des projets de la Facilité Energie, les délégations de l'UE, et les intervenants et candidats intéressés dans les secteurs de l'énergie d'Afrique centrale et orientale et de l'UE

• La Facilité Energie I et II – le progrès et les résultats à ce jour ;
• Lancement de l'Appel à Propositions 2012 de la Facilité Energie ;
• Les leçons tirées de la Facilité Energie - quelques succès et les problèmes rencontrés lors de la mise en œuvre des projets ;
• Séances thématiques: les technologies de l'énergie et des bonnes pratiques lors de la mise en œuvre.

Jeudi 22 Novembre : Assurer l'impact et la durabilité

• L'énergie durable pour tous, SE4ALL;
• Session thématique sur le financement ; l'abordabilité ; la participation communautaire ; et sur l'énergie en tant que promoteur du développement local
• Le financement futur de projets énergétiques en milieu rural
