Political messages delivered by heads of state and ministers during the opening ceremony and in subsequent plenary sessions made clear that results matter and are at the forefront of the Busan agenda. And if results matter then so too does accountability. While due emphasis was placed on strengthening mutual accountability for results between partner countries and donors, southern leaders challenged donors to commit to working through country systems as this is the only way to build the capacity of partner countries to deliver and account for results on a sustainable basis.  Whatever way we look at it, capacity development plays a strategic role in ensuring that results can be delivered sustainably and that domestic accountability becomes the order of the day.
