Suggestions for M&E Plan

In my records I have listed that I posted the below message on the 14th of this month. I was just checking the blogs of our Implementing Partners and did not see my message on your M&E posted there. I do not understand what happened. Fortunately I also wrote the comments in our own tracking form so I cut and past the comments again here. Please confirm if you see this so that I can be sure you received it. Also let me know if you need any more guidance.  

On M&E plan: In general the indicator definitions need to be more precise so as to be exact about how you will measure these. It is also always difficult for agencies to indicate "number of laws/regulations/policies adopted as an indicator, often do not have control over adoption of laws and policies, can only advocate.
