It was with this aim in mind that the Secretariat of the Sahel and West Africa Club (SWAC/OECD) had organised and moderated this regional dialogue at a time when many questions were being asked in West Africa about current reforms of land laws; property rights and rules on land expropriation (governments, customary rights as opposed to commercial law, usage rights); risks of expropriation, use of natural resources in a way that was detrimental to the local population and opportunities in terms of jobs, infrastructure, transfers of technology and markets.
Two hundred people played an active part in the discussions: representatives of governments, representatives of regional and international organisations, Members of Parliament, farmers, agricultural producers, international investors and scientific experts.
