This is the question raised by a recent article that Stefano Manservisi, Director General for Development of the European Commission, published in "Africa e Mediterraneo", an interdisciplinary quarterly on economic, historical and cultural issues in the African context. It is a strong plea for "culture to finally catch up and claim its rightful place as a priority in the development agenda".

The article is a position marker on the way of defining a new strategy for culture and development in the EU's external relations in general, not only in the Africa. One of the challenges it poses is the search for a new tool to make this happen.
