There are three publications that might be of interest for you:
1.- The Global Protection Cluster have just release their 2018 review:
"The 2018 review reveals what can be achieved when Humanitarian Coordinators embrace the protection agenda; by making it a recurrent item in the Humanitarian Country Team (HCT); by tasking protection clusters to provide information and analysis; and by requesting UNHCR Representatives, as cluster leads, to think of solutions to protection issues. Above all, this review demonstrates the value in ensuring that all sectors undertake protection risk assessments and that they mainstream protection throughout their activities. Moreover, a coherent protection strategy from the HCT can make a critical difference in tackling the most difficult protection issues while identifying those actors with a comparative advantage best placed to address them"

2.- OCHA published this month a policy paper, which might be of interest to you, entitled “Building a Culture of Protection: 20 Years of Security Council Engagement on the Protection of Civilians".

On the occasion of the 20th anniversary of the protection of civilians in armed conflict (PoC) agenda, this research paper takes stock of the agenda’s major evolutions and trends over these past two decades. It focuses on achievements and best practices that may serve as a foundation for future progress in achieving tangible protection for civilians.
