Patrice Lenormand, Deputy Head of Unit in the Governance, Democracy, Gender, Human Rights Unit in EuropeAid, explains the communications campaign being run by the European Instrument for Democracy and Human Rights (EIDHR) to coincide with the 2014 FIFA World Cup in Brazil.
