A presentation by Paul Riembault, made at the Fourth High Level Forum on Aid Effectiveness, held in Busan, South Korea, from the 29 November to 1 December 2011.

Paul is the head of the Capacity Development section of Unit B1 Quality of Delivery Systems at EuropeAid Headquarters, Brussels.
