The training entitled " Civil Registration: Identification and formulation of projects/programs with a civil registration component " is to take place from the 8th to lunchtime on the 10th of November 2017 (two and a half days) in Brussels.
For developing countries, identification is still a challenge. Evidence shows that individuals who lack birth registration or other official form of identification are the most vulnerable people in the poorest countries. People with no identity are unable to access educational opportunities, financial services, health and social welfare benefits. Therefore, the recognition of an individual's identity, together with associated rights is becoming a priority for governments around the world and is included as Sustainable Development Goal, target 16.9 of "free and universal, legal identity, including birth registration by 2030".
The main subjects to be tackled during the training are the following:
- The importance of civil registration, guiding principles, existing frameworks, international commitments and resulting EU policy implications;
- Opportunities and challenges of ICT and civil registration e-identity;
- Numerous practical examples and case studies.
