Latin America is among the most vulnerable regions in the world in respect of the impacts of climate variation, climate change and extreme events. In order to discuss the extent to which vulnerability and risks are present in Latin America, and at the same time introduce and disseminate experiences on adaptation to climate change in the region, the 3rd CELA International Capacity-Building Seminar on “Climate Change in Latin America and the EU – challenges and opportunities for climate-smart adaptation” will be held in Tallinn/Estonia, on 30 August 2012.
The specialist seminar aims to:
- present the project CELA and its regional relevance as a tool to support cooperation in the field of climate change among European and Latin American universities;
- debate the extent to which vulnerability and risks are present in Latin America and the EU and;
- present current experiences on adaptation to climate change in the European Baltic Sea region as well as in Latin America.
The Seminar will provide a unique opportunity for information exchange and networking among actors active in the field of climate change, be it in Europe or in Latin America.
Hear presentations from experts of the Estonian Environment ministry, renowned research institutions such as the Stockholm Environment Institute (SEI) and fellow EU project on strategic development strategies for adaptation to climate change on local and regional levels. Moreover, the EUROCLIMA programme and its current activitites will be showcased during the event.

This event is part of the ALFA III-funded project CELA – Network of Climate Change Technology Transfer Centres in Europe and Latin America, a Consortium led by the Hamburg University of Applied Sciences in cooperation with the International Climate Change Information Programme (ICCIP). CELA is a project which promotes joint research collaboration, exchanges of experiences between Europe and Latin America in the field of climate change and its related technologies.
