COP30: Time for implementation & climate justice

Description
From 10 to 21 November 2025, the global community will convene in Belém (Brazil) for COP30 — the 30th session of the United Nations Framework Convention on Climate Change (UNFCCC) Conferences of the Parties.
The choice of Belém, located at the mouth of the Amazon River, underscores the critical link between forests, biodiversity, and global climate action, setting the stage for what is being called the "Amazon COP."
The Brazilian Presidency is framing this as the "COP of Implementation," with a clear focus on turning pledges into concrete action.
Key areas of negotiation and focus will include:
- Enhanced National Climate Plans (NDCs): Countries are expected to present new or updated 2035 climate plans (NDCs 3.0) that are ambitious and aligned with the goal of limiting global warming to 1.5°C.
- Climate Finance: A major focus will be on the Baku to Belém Roadmap to $1.3 Trillion, which aims to mobilize at least $1.3 trillion annually by 2035 to support climate action in developing countries. Discussions will also centre on the new collective quantified goal on climate finance (NCQG) and financing for Loss and Damage.
- Adaptation and Resilience: A significant push is expected to agree on a set of indicators under the Global Goal on Adaptation (GGA) to better track and strengthen global resilience.
- Forests, Nature, and Indigenous Rights: Given the location, a priority will be placing forests and biodiversity at the heart of climate action, including the potential launch of the Tropical Forest Forever Facility (TFFF) and ensuring the inclusion and rights of Indigenous Peoples and Local Communities (IPLCs).
- Just Transition: Advancing the work programme on a Just Transition to ensure the shift away from fossil fuels to clean energy is fair, inclusive, and creates economic opportunities.
