The structure course is centred around a structured mainstreaming framework with 3 components and composed of 10 modules:
Module 1: Understanding the basics of environmental and climate change science
Module 2: Understanding environment-climate change: green economy-development linkages
Module 3: Mainstreaming and strengthening institutions and capacities
Module 4: Understanding and planning under uncertainty
Module 5: Raising awareness and building partnerships
Module 6: Mainstreaming in national, sector and subnational policies, strategies and programmes
Module 7: Costing, assessing and selecting options and measures
Module 8: Mainstreaming in the budgetary process
Module 9: Mainstreaming in country monitoring systems
Module 10: Synthesis, conclusions and way forward
Interaction and learning is promoted using a combination of presentations, group discussion, group exercises, case studies and development of individual or team action plans. Group exercises and case studies are designed so that the different roles and levels of experience and knowledge of different target groups are taken into account. The course is practice oriented, with the development of an actual mainstreaming programme as thread.
The course focuses on supporting government counterparts in their own integration efforts and therefore complements the course on greening development aid (generalist course) which concentrates on EC project and programme management cycle.
