The structure of the 3 days course is organised in two parts (why and how) and composed of 11 modules as shown below:
Part 1: Why integrate environment and climate change in EU/EC Development Cooperation
Module 1: Introduction to environment, climate change and development
Module 2: Why environment and climate change matter: opportunities and threats
Module 3: EU policies and role of the EU in international negotiations and as lead aid and climate finance provider
Part 2: How to integrate environment and climate change in EU/EC Development Cooperation in a country context?
Module 4: Country analysis: understanding the national context:
Module 5: Institutions and capacities: assessing and addressing the needs
Module 6: Policy dialogue: engaging with stakeholders
Module 7: Environment, climate change and national budgets: the role of budget support
Module 8: Environment, climate change and sectors: how to work with sector policy support programmes
Module 9: Environment, climate change and projects
Module 10: Monitoring and evaluation in the different aid modalities
Module 11: Conclusion and way forward
Interaction and learning is promoted using a combination of presentations, group discussion, group exercises, case studies and development of individual or team action plans. Group exercises and case studies are designed so that the different roles and levels of experience and knowledge of different target groups are taken into account.
The course focuses on EC project and programme management cycle and therefore complements the course on country-led environmental and climate change mainstreaming (specialist course) which aims at learning how to support government counterparts in their own integration efforts. It is also complemented by a one-day introductory course on green economy which focuses on the economic opportunities related to the environment sector.
