Ensuring equal access to basic health services: to pay or not to pay?
Can cost recovery and performance-based financing support the development of inclusive health systems in CAR and other fragile countries?
On the 18th of June 2019, the EU Trust Fund for the Central African Republic Bêkou will participate in the European Development Days by hosting a debate on equal access to Health Services and the implementation cost recovery mechanisms.
Supporting the provision of basic health services has been a key sector of intervention for the Bêkou TF. Five years after its creation, the TF has restored quality basic health services for more than 30% of the population. In line with national priorities, its actions evolved from free care to fee-for-service care, as well as gradually implementing Performance-Based Financing (PBF).
This debate will focus on the development of inclusive health systems and the delivery of services to the most vulnerable parts of the population. The panelists, representing the CAR national authorities, the international NGOs and the donor community, will provide a valuable insight into the current situation in CAR and other fragile countries, highlighting the different approaches on the adoption of cost recovery and the PBF system.
