Description
Resumed sessions of the 16th meeting of the Conference of the Parties (COP) to the Convention on Biological Diversity (CBD), the 11th meeting of the COP serving as the meeting of the Parties to the Cartagena Protocol on Biosafety, and the fifth meeting of the COP serving as the meeting of the Parties to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization will take place from 25-27 February 2025 in Rome, Italy.
The first session of CBD COP 16 and its protocol meetings were held in Cali, Colombia, from 21 October to 1 November 2024. However, according to the Earth Negotiations Bulletin (ENB), the COP President had to suspend the meeting at 8:15 am on Saturday, 2 November, after a quorum was not reached during the closing plenary. As a result, the meeting was suspended before the budget could be adopted and some decisions remained pending.
The CBD Secretariat has submitted the integrated budget of the Convention and its Protocols for adoption by silent procedure from 3-6 December 2024, based on the draft decisions in the L documents. An additional decision covering the costs of the in-person resumed session will also be presented for adoption during the same period. If necessary, another silent period will occur from 10-13 December 2024.
All other pending decisions, including those on resource mobilization, the financial mechanism, and planning, monitoring, reporting, and review, will be considered for adoption during the in-person resumed sessions. Regional consultations will take place on 24 February 2025, prior to the sessions.
