As part of the ASEAN–UN Joint Strategic Plan for Disaster Management 2016–2020, FAO, UNICEF, ILO, WFP and UNISDR implemented a joint project, funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), entitled 'Strengthening the capacity of AMS to develop risk-informed and shock-responsive social protection for resilience’. The project aims to strengthen the capacity of the ASEAN Member States (AMS) to design and implement risk-informed and shock-responsive social protection systems to reduce the vulnerabilities of at-risk populations, strengthen their capacity to respond to and recover from shocks, and thus enhance households’ resilience to mitigate the effects of shocks and improve preparedness for further crises. 

The project outputs include: 1) regional synthesis report with case studies in Thailand and Lao PDR, 2) four in-depth country studies in Cambodia, Myanmar, Philippines and Viet Nam, and 3) ASEAN Guidelines on Disaster-responsive Social Protection to Increase Resilience. Technical inputs from these studies were incorporated to the ASEAN Guidelines.

As part of this initiative, Oxford Policy Management (OPM) conducted a regional study on shock-responsive and risk-informed social protection systems in the ASEAN region with WFP. The overarching question for this regional study is: what factors enable social protection systems and programmes in ASEAN countries to be responsive to shocks and to deliver an effective response? 

Given this background, this learning session will provide an opportunity to discuss a complementarity of social protection and disaster risk management in ASEAN context. The webinar will feature presentations by Rodolfo Beazley and Maham Farhat from OPM on “A Regional Review on Shock-responsive and Risk-informed Social Protection in ASEAN” and by Hang Thi Thanh Pham from FAO on “Towards Guidelines for Disaster-Responsive Social Protection towards Resilience in ASEAN”.
