Description
The training entitled "Digitalisation and Development: How to benefit from ICT while protecting Human Rights" is to take place from the 6th to the 7th of November 2017 (two days) in Brussels.
Digitalisation holds a number of opportunities for development, including increased inclusion, efficiency and innovation. However, the spread of technology, and the development and creation of digital data, also creates risks. These risks include challenges to fundamental rights and core democratic governance principles of transparency, inclusivity, accountability and participation. The challenge is to identify and formulate programs that both leverage the opportunities of digitalisation whilst responding to and mitigating the risks, especially in the fields of democratic governance and fundamental freedoms. Both duty-holders and rights-bearers must be considered, and thus the motivations, requirements and challenges faced by both state and non-state actors.
The main subjects to be tackled during the training are the following:
- E-Governance
- Confidentiality/privacy/data protection
- "Shrinking space" for civil societies and fundamental freedoms
- Inclusion of women and youth during digitalisation process
- Improving accountability/oversight of state actors
- Freedom of expression
