Have the evaluators met with the experts prior to the panel sessions?  
Did the panel members skills adequately cover all the topics to be studied?  
Were the members of the panel precisely informed about their role and of how the panel should work?  
Has a focus group with beneficiaries been organised?  
Have the evaluators been able to distinguish between personal opinions, interpretations and analyses expressed by respondents?  
Has the triangulation of information underpinned the development of relevant conclusions?  
Is the final report sufficiently understandable and explicit?  
Does the report distinguish the data analysed from the recommendations?
