6th Annual DeLOG Meeting (2011) DEVCO: Education and decentralisation: implications for sector policy dialogue
This presentation presents the risks and challenges in decentralised education and makes a number of suggestions for priority issues for dialogue.
Key challenges encountered include increased disparity, mismatching responsibility and financing, reduced quality of education and transparency and accountability (the presentation provides country examples). Priority issues for dialogue suggested are: supporting consistency and complementarity between education sector reforms and decentralisation reform, promoting ownership of sector programmes at decentralised level, promoting efforts to address capacity-building at local level, carrying out risk assessments and mitigation measures, involving local actors in measuring progress and involving NSAs.
DEVCO delivered this presentation at the 6th Annual Meeting of the Development Partners Working Group on Local Governance and Decentralisation (DeLOG).
