ACORDS Programme Management Unit (2008) Sector manual regarding drinking water (annexes)/ Guide d’intervention communale en matière d’eau potable (annexes)
In the framework of the ACORDS programme (Madagascar), the PMU elaborated a sectoral guide on water, to support local governments as executing agencies, in the elaboration of budgets, planification of activities, and their implementation.
The following steps were taken when elaborating the guide:
1. Analysis of legal framework of sector concerned
2. Elaboration of first draft of sectoral guide
3. Discussion in regional workshop, bringing together local governments with a triannual action plan with activities in the sector; the technical ministry concerned (as well as its regional and district representatives)
4. Amended version, including lessons learned from regional workshops (total 9)
5. Presentation of improved draft to the Ministry at central level, in view of its validation.
6. Dissemination to local authorities and actors at municipal level, to test out the tool during a period of 2-3 months
7. Official dissemination, after taking into account, any relevant remark from concerned actors (municipal authorities, regions, technical ministry concerned, etc)
The guides point to the elements that need to be considered before identifying an action in a particular sector, the roles and responsibilities of different actors (municipal authorities, deconcentrated technical services, citizens) throughout the different steps in the implementation of the action (identification, implementation, reception of works, post-investment maintainance), and the norms and regulations to be taken into account for construction works and post-investment management.
The guides have been completed by a guide on "public procurement", which helps local authorities to prepare and manage public tenders in services (e.g. recruitment of contractor, delegating management of infrastructure to a third party), works (e.g. execution) and supplies (e.g. purchase of IT supplies).
The guides are adapted to each type of action (health, education, water), and include a model "Avant Projet Sommaire", which will allow the local authority to establish the most suitable technical option, and to assess its cost.
The APS model proposed by the PMU includes three sections: the first consists in the collection of data on local conditions (site, material availability, human resources, material costs, transport costs, local practice regarding construction works...). The second part regards the choices to be made with regards choices to be made in the building phase and regarding the choice of materials. It provides very detailed information regarding exisitng norms and regulations regarding works in the sector concerned. The third part of the guides allows to assess the cost of works taking a reference cost and the variations that may result from real costs.
The guide is completed with plans and quotation templates.
The guides on water and rural roads, include in addition, information and analysis to take into account during the feasibility study.
The guides on health and water were adopted by the concerned Ministries as "guides for decentralised implementation".
