Assessing Water Supply and Sanitation Resource Flows: An Application for South Africa

This report provides a brief overview of the water services sector in South Africa, with specific emphasis on the flow of financial resources. The objective is primarily to assess the adequacy of funding and the extent to which it is properly applied to benefit the poor. In a South African context, where a free basic water supply policy is in place and a free basic sanitation policy is imminent the targeting of subsidy funds on the operating account is particularly important.
